The new norms would ensure emphasis on regular budgeting and accounting to ensure transparency. It would also cross check that the donations received from the faithful supporting the causes were utilized as intended.

The guidelines were approved by Pope Francis on March 4 in a papal rescript for an “ad experimentum,” or provisional, period of three years.

The new norms were the result of a commission established in March 2015 by the Congregation for the Causes of Saints. In case of any financial abuses, the norm would allow the congregation to intervene with disciplinary procedures.
